Senior Monitoring and Evaluation (M&E) expert and researcher with over 30 years of professional experience, including 21 years specialising in the evaluation and monitoring of public policies, across several policy areas, including in the fields of EU external action, development and humanitarian assistance, public health, justice and consumers, communication, transport, education, and others. Recognised for delivering high-quality, methodologically rigorous evaluation work across more than 60 assignments for European Commission Directorates-General, EU Agencies and other international clients.

Deep expertise in theory-based evaluation methodologies, logframe design, indicator development, mixed-methods data collection and stakeholder consultation, aligned with the EU's Better Regulation Guidelines. Proven capacity to lead complex, multi-country evaluations, Impact Assessments and studies covering EU Member States, Western Balkans, Eastern and Southern Neighbourhood, Eastern and Central Africa, Southern Africa, South-East Asia and Latin America.

Participated in over 20 political campaigns across Latin America (Argentina, Colombia, El Salvador, Guatemala, Honduras, Nicaragua) at presidential and local levels. Expertise in strategic development and campaign organisation, design and analysis of quantitative and qualitative public opinion research, stakeholder and citizen consultations, message development and government communication, auditing and communication strategy design.

• 2001: Qualitative study to Salvadorans: Focus groups with Salvadorans and face to face interviews with public leaders were conducted as part of a project to rebuild the recent history of El Salvador and study the ideal development model for the medium and large term future.
• 2001: General Elections 2001: Participated in an electoral mission coordinated by the British Council in Argentina. The purpose was to observe the 2001 general elections, where Tony Blair was re-elected as Prime Minister. Wrote and published a balance on the results.

• 1999: Government Francisco Flores weekly tracking polls: Follow-up of the health and education reform processes in El Salvador during the initial years of Francisco Flores’ government. Designed and implemented weekly tracking systems to evaluate the government in this and other aspects.
